            The Hon’ble Premier of Assam, Shillong

Subject:- Representation of the Jaiñtia Durbar of the Jowai Subdivision (including the Pnars Lalung, Nongtung, Khyrwang, Labang and Nongphyllut) in the matter of cutting off portion of the present Jowai Sub-Division and tacking the same to the proposed new Mikirs Hills District.

Sir,

            We have learnt that the Government of Assam will create a Mikir Hills District in order to give the Mikirs the benefit of table I appended to the Sixth Schedule of the Draft Constitutions of India, and that in the creation of such a District, portions of the present Jowai Subdivision covering a small area of about 2000 Sq.Miles would be cut off. While congratulating our brethren of Mikir Hills for being afforded opportunities to develop themselves in their own District according to their genius and ability, we feel aggrieved that our lands which were considerably reduced by the British should be more reduced and cut off from our Subdivision, especially when no injustice or undue advantage were ever played by the Jaiñtia against the

Mikirs who were looked upon us their own kith and kin with equal opportunity to live and trade and with whom they enter marry and have equal social relation.

            We are very grateful to you for granting us this interview in order to discuss these matters with you. Allow us Sir, to congratulate and thank you for championing the cause of the people of the Hills of Assam in the constituent Assembly and for inclusion of the Khasi States in the Sixth Schedule so that the Khasi- Jaiñtia may have a uniform unified administration and thereby affording us opportunity to grow and develop ourselves like other people in India. The points we wish to discuss with you, Sir, are the following:-

On the 4th September’ 48 when you kindly visited Jowai, we represented that the Jowai Sub-Division used to extend from Nowgong to Sylhet and include vast areas of Khyriem State on the Dawki side but that is has been made very small now and if the areas inhabited preponderantly by the Mikirs are also taken away we shall be left with a still smaller area which would not be sufficient for our own developments.
