GOVERNMENT OF MEGHALAYA

HOME (POLITICAL) DEPARTMENT

No. POL.75/2020/Pt.I/111                                                        Dated, Shillong the 20th August, 2021

ORDER

                Whereas, it is observed that the number of COV1D-19 cases in the State is still high and there is a significant spread in rural areas of the State;

Therefore, in order to safeguard the State from an uncontrollable surge in COVID-19 cases, the following Containment Measures will be enforced in the State w.e.f. 23rd August, 2021 until further orders:

1. The Deputy Commissioners / SDO (Civil) are authorized to impose Containment Measures in their respective districts / sub-divisions based on need. Districts with high positivity rate are advised to impose stricter measures in order to contain the surge in COVID-19 cases.

2. Political, public and social gatherings are not permitted including conferences, meetings and trainings

3. Entry of tourists from outside the State shall not be permitted and all tourist spots shall remain closed.

4. Inter-State movement of persons shall be restricted. This shall not apply for transit vehicles of Assam / Tripura / Manipur / Mizoram.

5. Inter-District or Intra-District Movement to / from any containment area notified by respective Deputy Commissioners / SDO (Civil) will be restricted except for those who fall under exempted category below. For any other travel of an essential or emergent nature permission shall be given by Deputy Commissioner concerned.

6. Religious places / places of worship are permitted to re-open in the State subject to compliance with the SoP issued by the Home (Political) Department vide Order No. POL.75/2020/Pt.I/108, dated 13-08-2021. Solemnization of marriages in religious places / places of worship shall be as per the aforementioned SoP.

7. Central and State Government Offices may function at 50% strength. Essential Departments of the State Government shall function at strength as may be decided by the Administrative Head.

 8. Banks and Post Offices may function at 50% strength.

 9. Offices of schools & colleges and private offices may function at 50% strength subject to prior permission from the respective Deputy Commissioners / SDO (Civil).

10. Public Parks having regulated entry are permitted to open to vaccinated persons with due intimation to the Deputy Commissioners/ SDO (C) concerned.

11. Home Delivery Services are permitted subject to prior permission and regulation by the respective Deputy Commissioners / SDO (Civil).

12. Ecommerce activities and courier services are permitted subject to regulation by the respective Deputy Commissioners / SDO (Civil).

13. Take-away food services are permitted subject to regulation by the respective Deputy Commissioners / SDO (Civil).

14. The following sports activities are permitted subject to compliance with the SOPs issued by the Sports & Youth Affairs Department for Resumption of Recreational and Competitive Sports vide No.SYA.91/2020/7 dated 7th December, 2020 and prior permission & regulation by the respective Deputy Commissioners / SDO (Civil):

a. Non-Contact viz., Archery, Shooting, Cycling, Athletics and Running.

b. Indirect Contact Sports viz., Golf, Lawn Tennis, Badminton, Table Tennis, Snooker, Weightlifting and Billiards.

c. Minimal-Contact Sports viz., Football, Hockey, Volleyball, Basketball, Handball and Cricket for training purposes only by Sports Clubs and Associations.

d. Sports Competitions for (a), (b) and (c) above with only officials and no spectators.

e. Swimming in places with regulated entry such as resorts, club pools and public pools with staggered timings and prior bookings.

Categories b, c, d and e is restricted to persons above 18 who are vaccinated.

15. Gymnasiums / Yoga Institutes / Fitness Centres are permitted to re-open for vaccinated persons subject to prior permission and regulation by the respective Deputy Commissioners / SDO (Civil).

16. Deputy Commissioners / SDO (Civil) are authorised to permit limited opening of commercial establishments / shops / malls and other non-essential economic activities on need basis based on local situation.

17. Resumption of commercial transportation up to 50% may be permitted by Deputy Commissioners / SDO (Civil) based on the local situation.

18. Resumption of private transportation up to 50% may be permitted by Deputy Commissioners / SDO (Civil) based on the local situation.

19. Construction activities may be permitted by the Deputy Commissioners / SDO (Civil) based on the local situation.

20. Movement of Skilled manpower for construction activities may be permitted by the Deputy Commissioners / SDO (Civil) based on the local situation.

21. International Border Trade shall be regulated by the Deputy Commissioners.

22. Funeral gathering to be restricted to 20 persons with prior intimation to the respective Deputy Commissioners / SDO (Civil) and there will be no procession to the Cemetery or Crematorium.

 23. Engagement / Marriages ceremonies outside religious places / places of worship to be restricted to a total of 20 persons with prior permission from the respective Deputy Commissioners / SDO (Civil).

24. Wedding reception is not permitted.

Exemptions: 

1. Health services including emergency services and vaccination.

2. Medicines and Pharmaceuticals.

3. Movement of goods.

4. Persons travelling on Essential Government Duty viz.,

 a. Medical Teams and officials on COVID-19 Duty

b. Police, Security and Armed Forces

c. Civil Defence and Home Guards

d. Fire and Emergency Services

e. Electricity f. Water Supply

g. Municipal Services

h. Public Distribution System

i. Information and Public Relations

j. Telecommunication Services

5. Print & Electronic Media.

6. NARI / 1917i Teams

7. Petrol Pumps

 8. LPG Distributors

9. Farming activities in rural areas (including betel nut and betel leaf)

10. MGNREGA activities in rural areas.

11. Essential Veterinary services including feed and fodder movement for livestock for farmers.

All permissions are subject to strict observance of COVID-related protocols.
