The Directorate of Educational Research and Training (DERT), Meghalaya, Shillong in collaboration with PARAKH, NCERT, New Delhi is conducting a 2- Day Workshop for the Implementation of Holistic Progress Card (HPC) at the Foundational, Preparatory, Middle and Secondary Stages of School Education for the practitioners of the State of Meghalaya on the 25th and 26th March, 2025 at DERT Annexe, Malki, Shillong.

The inaugural session was graced by the presence of State dignitaries comprising of Shri. R. Rapthap, IAS, Commissioner and Secretary to the Government of Meghalaya, Education Department  as the Chief Guest, Smt. R.S. Manners, MCS, Director, DERT, Meghalaya, Shillong, Shri M. Marbaniang, Director, Meghalaya Board of School Education (MBOSE), Shillong,   Mr P.B. Lartang, Joint Director DERT, Meghalaya, Shillong and Smt. M.C Blah, Deputy Director, DERT, Meghalaya, Shillong.

Dr.IndraniBhaduri, CEO and Head PARAKH & Educational Survey Division, NCERT, New Delhi Delhi who joined the programme through video conferencing, delivered the key note address and stressed upon the importance of implementing the Holistic Progress Card for tracking the progress of learners holistically across the different stages of school education.

Shri R. Rapthap, IAS, Commissioner &Secretary to the Government of Meghalaya, Education Department who was the Chief Guest, during his speech, mentioned on the paradigm shift of assessment from traditional methods to the more holistic system of assessment. He also assured the gathering that the Department will provide necessary administrative support for the implementation of the Holistic Progress Card (HPC) in the State.

In a significant step toward redefining students’ assessment and learning progress, the 2-Day workshop brings together a total of 100 participants comprising of teacher educators from the DERT, District Institutes of Education and Training (DIETs), Colleges of Teacher Education (CTEs), Kiang Nangbah Government College (KNGC) Jowai, Cherra Teachers’ Training Centre (CTTC), Sohra and Government school teachers from across the State.

Aligned with the vision of the National Education Policy (NEP) 2020 and the National Curriculum Framework for Foundational Stage (NCF-FS) and National Curriculum Framework for School Education (NCF-SE) as the basis,  the Holistic Progress Card aims to assess students’ cognitive, social-emotional, and physical development, fostering a well-rounded education system. The workshop will provide participants with in-depth training on implementing HPC, including:

  • Understanding the philosophy and framework of the Holistic Progress Card.
  • Developing comprehensive student assessments that go beyond marks and grades.
  • Integrating self-assessment, peer review,teacher feedback as well as parents feedback mechanisms.
  • Using evidence- based driven tools to track students’ progress effectively.

The workshop was facilitated by a National Level Resource Person from PARAKH, NCERT and a State Level Resource Person from DERT, Meghalaya, Shillong. The workshop also involved participants with hands on sessions on preparation and development of assessment tools such as a rubric-based assessment system with three level of progression from beginner to proficient to advanced level. This new approach of assessment represents a paradigm shift in the assessment system involving evidence-based feedback from teachers, learners, peers as well as parents and guardians. The workshop ensures that participants gain practical insights into designing and implementing HPC in schools and educational institutions. The expected outcomes and objective of the Workshop is to bring about reforms in the assessment system through the implementation of the HPC.
