The Estimates Committee of the Meghalaya Legislative Assembly, led by its Chairman and MLA, Shri Mayralborn Syiem, along with members Shri Arbinstone B. Marak, Smti Miani D. Shira, Shri Damanbait Lamare, Shri Renikton Lyngdoh Tongkhar and Shri Remington Gabil Momin, undertook a two-day inspection visit on November 24 and 25 to monitor the progress of major government projects across West Khasi Hills and South West Garo Hills districts.

The Committee visited the Maternal and Child Health (MCH) Hospital in Nongstoin, the Riangdo Small Hydro Project in West Khasi Hills, and subsequently inspected the Mahendraganj MCH and the Greater Ampati Water Supply Project in South West Garo Hills.

Focus on Timely and Quality Project Execution

Chairman Shri Mayralborn Syiem stated that the mandate of the Estimates Committee is to oversee the progress and implementation of approved schemes and projects. He emphasised that with funds duly allocated and sanctioned through the budget, it remains the Committee’s responsibility to ensure timely and effective execution.

During the visit to Nongstoin, the Committee reviewed the physical progress of the upcoming MCH Hospital. Shri Syiem noted that MCH projects in various parts of the state are facing delays due to multiple factors. He said the inspection was undertaken following concerns raised by local residents and legislators.

He also held discussions with Health Minister Shri Wailadmiki Shylla and Nongstoin MLA Shri Gabriel Wahlang, expressing optimism on the positive momentum of the project. The Committee assured the Health Department and district administration of its support in resolving any bottlenecks to accelerate progress.

The team also inspected the Riangdo Small Hydel Project in West Khasi Hills. The Chairman expressed hope that the project will be commissioned by 2027, noting that such infrastructure assets are crucial investments made for the welfare and development of the state.

“We are all accountable to the people of Meghalaya—legislators, the Estimates Committee and officials alike. In a vibrant democracy, duties must be carried out sincerely and responsibly,” Shri Syiem said.

Inspection of Projects in South West Garo Hills

On November 25, the Committee inspected the MCH project at Mahendraganj and the Greater Ampati Water Supply Project under the Betasing C&RD Block. The review focused on project status, implementation challenges, and measures to ensure timely completion.

At Mahendraganj, the team was briefed by Director of Health Services (MCH & FW) Dr. Neela E. Kharsanoh and district health officials. The project, initiated in November 2022, has recorded 78% physical completion with an expenditure of ₹10.98 crore. However, land-related issues have contributed to delays, with key components including water supply, electricity and staffing yet to be addressed. Although completion is targeted for March 2026, the Committee stressed the need for parallel progress on infrastructure and deployment of human resources.

The Committee also directed the department to expedite coordination with concerned agencies such as PHE and MePDCL and submit required documents for follow-up review.

During the assessment of the Greater Ampati Water Supply Project, PHE officials apprised the Committee of challenges related to water source identification, land acquisition and opposition at various stages. Despite these setbacks, the project has achieved 89% physical progress. Once completed, it is expected to provide potable water to over 7,500 households across 74 villages in Ampati and Betasing.

The Estimates Committee reaffirmed its commitment to ensuring accountability, transparency and smooth execution of public projects meant for the benefit of the people of Meghalaya.
