Hon’ble Speaker of the Meghalaya Legislative Assembly, Shri Thomas A. Sangma, and Hon’ble Deputy Speaker, Shri Limison D. Sangma, are attending the 22nd Annual Conference of the Commonwealth Parliamentary Association (CPA), India Region Zone-III, being hosted by the Nagaland Legislative Assembly in Kohima from November 9 to 13, 2025.
The conference was inaugurated on Monday by Hon’ble Lok Sabha Speaker, Shri Om Birla, who highlighted the North Eastern region’s rich cultural heritage, diversity, and strong democratic values. He commended the region’s Legislative Assemblies for their unity and for framing policies tailored to regional aspirations, contributing significantly to inclusive growth and development.
Shri Birla emphasised the importance of promoting regional development, industrial growth, and the use of technology and artificial intelligence to strengthen transparency and accountability in governance. He also appreciated that most Legislative Assemblies in the North East have transitioned to paperless functioning, shared best practices, and ensured smooth and disciplined proceedings.
Hon’ble Chief Minister of Nagaland, Shri Neiphiu Rio, in his address, called upon legislatures to reaffirm their collective commitment to the ideals of parliamentary democracy and cooperative federalism. He urged CPA Zone-III to continue playing a proactive role in shaping inclusive development policies and enhancing the integration of the North Eastern region with the rest of the country.
Hon’ble Deputy Chairman of the Rajya Sabha, Shri Harivansh, reiterated the Union Government’s respect for India’s cultural diversity and its commitment to inclusive economic growth. He stressed the need for continuous engagement between legislatures and citizens to ensure that policies remain responsive to the aspirations of the people.
Representing the Meghalaya Legislative Assembly, Shri Thomas A. Sangma and Shri Limison D. Sangma are actively participating in the conference deliberations, which focus on strengthening democratic institutions, inter-legislative cooperation, and the exchange of best parliamentary practices among the North Eastern states.
In his speech, Hon’ble Sangma said that the Legislature is not merely a law-making body, it is the architect of national policy.
The Hon’ble Speaker said, “Through the enactment of progressive and far-sighted legislation, Legislature shaped the framework for economic growth, social equity, environmental protection and technological advancement. It is through sound laws that we can transform aspirations into action and vision into reality.”
He also said that an equally vital function of the Legislature is to ensure that governance remains accountable, transparent and people-centric. Through questions, discussions, and deliberations of Committees, Legislatures hold the Executive accountable for the execution of policies and programmes.
“This oversight is essential for maintaining public trust and ensuring that development reaches every citizen,” he added.
All the Speakers and Deputy Speakers, along with the Commissioners & Secretaries/Secretaries and officials of the North Eastern States’ Legislative Assemblies, are attending the conference, underscoring the collective commitment of the region’s legislatures toward shared growth and parliamentary excellence.
The 22nd Annual CPA India Region Zone-III Conference will conclude on November 13, 2025, with sessions dedicated to fostering greater collaboration and strengthening parliamentary democracy across the North Eastern region.
