The Meghalaya Administrative Training Institute (MATI) successfully hosted its 1st Annual Conference on the theme “Reflections” on the 12th June, 2026 at Vivanta, Shillong in the august presence of Shri D. P. Wahlang, IAS (Retd.), Chairman, Meghalaya State Food Commission, who attended the programme as the Chief Guest.
Addressing the gathering, Shri D.P. Wahlang shared his rich administrative experiences and perspectives on training and capacity building in public service. He emphasised that training programmes should focus on simplifying governance processes, improving efficiency, and making learning practical, relatable, and outcome-oriented for Government officials. He highlighted the important role played by MATI in strengthening administrative competencies and promoting continuous learning among Government employees across the State.
The Chief Guest also stressed the importance of maintaining a healthy work-life balance in public service. He observed that effective governance not only depends on professional competence and discipline, but also on the well-being, mental balance, and personal growth of employees. He encouraged officials to continuously learn, adapt, and maintain balance in both professional and personal life to enhance productivity and workplace satisfaction. He also mentioned the need to start MATI Tura Centre to cater to the training needs of Government officials from the Garo Hills Region of the state in due consideration of the distance and logistic difficulties.
During the conference, Shri D.P. Wahlang formally launched the Annual Training Calendar and the Capacity Building Plan (CBP) of 47 Departments of the Government of Meghalaya aligned with the Mission Karmayogi initiatives of the Government of India. He also launched the Digital Locker Facility, an initiative introduced by MATI for the digital storage and accessibility of certificates of completion of trainees.
The conference also featured an online address by Smti. Chandralekha Mukherjee, Principal Adviser, Capacity Building Commission, Government of India, who spoke on the importance of Mission Karmayogi and the iGOT platform in transforming the capacity-building ecosystem of the country. She appreciated Meghalaya for emerging as a front runner in implementing Mission Karmayogi initiatives, particularly among the North Eastern States, and acknowledged the proactive efforts undertaken by MATI in promoting continuous digital learning and competency-based training.
The programme was also addressed by the Director General, MATI, who reiterated the Institute’s vision of transforming MATI into a Centre of Excellence in training, research, and capacity building.
Dr. Bijoy A Sangma, Member (Judge), Meghalaya Consumer Disputes Redressal Commission attended as Special Guest Speaker who also delivered a presentation sharing his experiences in training and highlighted that training is a continuous process of learning, adaptation, self-improvement, and professional development.
As part of the conference, awards and recognitions were also presented to 12 outstanding Resource Persons for their valuable contribution towards training and capacity building programmes conducted by MATI. In addition, the top 10 iGOT learners from various Departments were also felicitated in recognition of their active participation and commitment towards continuous learning under the Mission Karmayogi initiative.
